What is MODS

MODS (Minimum Operational Data Standard, formal reference **DAPB4102**) is a national information standard published on 1 April 2025 under Section 250 of the Health and Social Care Act 2012. It was developed over four years by the Digitising Social Care (DiSC) programme delivered jointly by NHS England and the Department of Health and Social Care (DHSC) in consultation with care providers, technology suppliers and sector stakeholders.

MODS defines a common set of data and definitions that every Digital Social Care Record (DSCR) system must use. It ensures that when a caregiver records a service user's needs, medication, or risk assessment, that information is labelled and structured the same way regardless of which digital social care system captured it.

Why MODS Matters and the Risks of using a Non-Compliant Digital Care System

MODS represents a structural shift at how the NHS expects digital social care records to function. Here are the possible implications of using a non-MODS compliant care system after 1 July 2026:

  • Possible removal of NHS Assured status for your digital care system, meaning your service is running a non-compliant system.
  • Data portability severely hampered
  • Potential CQC scrutiny over digital record-keeping practices
  • Exclusion from NHS data-sharing programmes, including future interoperability and integrated care initiatives.

MODS Compliance: What Care Providers in England Should Do Now

Whether you are a current Cura customer or are evaluating your options to switch to a MOD compliant assured supplier, the steps below give you a clear action plan.

  • Check the NHS Assured Supplier Solutions List - Before committing to any digital social care system or before renewing your contract with your current supplier, it’s a must to verify that the product is listed as NHS assured. From 1 July 2026, this list will only include MODS compliant assured suppliers.

  • Verify your DSCR assured supplier solution for their MODS assurance status and implementation timeline. If you want to check your supplier's status, contact the DSCR enquiries team at england.dscr.enquiries@nhs.net.

  • Evaluate your options - If your current supplier cannot confirm MODS compliance, re-assess and opt to migrate to a new system. Request a demonstration from a certified MODS compliant alternative software such as Cura. Ask about implementation timelines and what support is included during onboarding.

  • If you are already a Cura customer - No action is required for MODS compliance. Cura's certification covers your system. Speak to our Support team if you would like to request a quick walkthrough session.
